We are looking for a HSE Manager - Work Winning to join our Group HSEQ function in North Sydney, Brisbane, Melbourne, Adelaide or Perth. This role is for someone who wants to apply deep expertise across multiple operating companies. Someone who wants to influence outcomes beyond a single project or business. And someone who wants to work with specialists across one of the world's leading construction and infrastructure groups.

What you will do

Reporting to the Manager, Work Winning, the HSE Manager - Work Winning is responsible for the development, governance and delivery of high-quality HSE content and insights to support tender and bid processes across CIMIC operating companies. You will translate management system capability, assurance outcomes and performance insights into clear, client-focused submissions that support successful work winning outcomes.

This is a hands-on role with broader accountability for coordinating priorities, supporting the Senior HSE Advisor and advising bid and Pre-Contracts teams on scope, resourcing and where specialist support may be required.

  • Develop and continuously improve HSE bid content, supporting materials and the Group’s HSE value proposition for tender submissions.

  • Translate HSE systems, assurance outcomes and performance insights into compelling, client-focused content.

  • Lead and coordinate HSE support across multiple tenders, ensuring accurate, consistent and high-quality submissions within deadlines.

  • Manage the HSE content library, case studies and governance, including version control and quality assurance.

  • Coordinate the Senior HSE Advisor’s workload and advise bid and Pre-Contracts teams on priorities, resourcing and specialist support.

What you will bring

The HSE Manager - Work Winning leads HSE support for EOIs, tenders and proposals across CIMIC operating companies. Under guidance from the Manager – Work Winning, you’ll work with Pre-Contracts teams to shape the HSE strategy, develop compelling client-focused content and ensure submissions accurately reflect the Group’s safety capability and performance.

You’ll oversee HSE support across several opportunities, set priorities, coordinate resources and advise teams on the level of support required, as well as work with business units to provide best practice examples from projects to assist bid teams. This role suits an experienced HSE leader who combines strong project knowledge with commercial awareness, sound judgement and the ability to influence senior stakeholders

  • Demonstrated experience in HSE, tendering or work winning environments, supported by a relevant degree or equivalent experience.

  • Strong understanding of bid processes, commercial drivers, HSE systems and critical risk management.

  • Proven ability to develop and review high-quality, technically robust written content.

  • Excellent stakeholder engagement and influencing skills, including with senior leaders.

  • Strong planning, prioritisation and coordination skills, with a structured, hands-on approach and the ability to deliver under pressure.
